This plugin gives some basic extra commands, they're not used very often,
but who cares, the /wallchan is probably the most useful since it saves
you from having to remember the channel name. ;-)

It sends Notices (NOTICE rather than PRIVMSG) to channel ops, half-ops,
non-ops and the whole channel.
